Mui Tsz Lam - Hakka Rice Dumplings
“Hakka” means “guest people” in Chinese. A group of Hakka settled in Mui Tsz Lam, a village in North-East New Territories in Hong Kong, in the 17th Century during the Qing Dynasty. \n\nThe Hakka are known for being hardworking and enduring. Since they farmed on less fertile terraces, their food grown is modest and practical. This culture is also reflected in festive foods like rice dumplings for the Tuen Ng Festival, also known as the Dragon Boat Festival.\n\nMaking and eating rice dumplings is an essential part of the Tuen Ng Festival. The festival is associated the patriotic poet and politician Qu Yuan in the 3rd Century BC, who committed suicide at the river. After his death, people made rice dumplings and threw them into the river and played drums on the dragon boat, hoping that the fish would not eat Qu Yuan’s body. \n\nAt present times, people still make rice dumplings every Tuen Ng festival as a tradition, with different recipes passed on in different areas. The Hakka recipe is modest and simple, which utilizes almost all home grown produce, which includes bamboo leaves, sticky rice, peanuts, shallots, and dried shrimp. After many years of desolation since the 1970s, Mui Tsz Lam villagers come back to their home village to make rice dumplings together for the first time.\n\nThe instructions to make a Hakka rice dumpling are as follows:\n1. Preparing ingredients:\nSoak bamboo leaves and sticky rice overnight, and dried shrimps for 15 minutes. When bamboo leaves are soft, clean and cut the top and bottom of bamboo leaves.\n2. Chopping and crushing:\nMince the soaked dried shrimps, shallots. Crush peanuts and remove skin.\n3. Frying the filling:\nFry the dried shrimps, shallots and peanuts, first separately then together. Set the filling aside.\n4. Wrapping the dumpling:\nWith 1 bamboo leaf, place a layer of stick rice and a layer of filling, then another layer of sticky rice. Cover the layers with the same piece of bamboo leaf. Turn the dumpling aside and use another piece of bamboo leaf to wrap the side. Do the same for the other side, and the dumpling should be completely wrapped by 3 bamboo leaves. Tie up the dumpling with strings or grass. \n5. Cooking: \nBoil the dumpling for 3 hours before eating.

#bhutan #유네스코아태무형유산센터 #bhutanculture \n\nThe term Si has dual connotation of referring to the Calligraphy pen as well as to the specific bamboo from which pen is crafted. According to Lopen (master) Wangdi Gyeltshen, a renown calligrapher of Central Monastic Body said that, there is also another reed locally called Tshi-nag (a reed with dark colour at its internode) which is available from Wangdi-tse monastery area in Thimphu. Actually, there is no specific origin of the Si as it came to exist simultaneously with the writing culture in Bhutan.\n\nColloquially, all pens used for writing purposes are called as Myu-gu, which the name derived from its raw material Myug-ma (bamboo or reed). That is why any pen used for writing available in the market today, irrespective of what it is made of are commonly called Myu-gu (literally means reed pen). As there are different types of My-gu, thus, apart from the aforementioned Si, the pens are made from a wild fern called Kyer-ma is called Kyer-myug, and the ones made of quill is dro-myug, the nib made from metal is chag-myug. Similarly, sol-myug made from dead amber or charcoal, a talc stone is cut like a pencil for use -do-myug, the chalk comes in packets and used for educational purposes in schools is sa-myug. There are also pir-myug (brush pen) and lastly, the zha-myug, the lead pencil.\n\nRegarding the raw material; in Bhutan, Si is traditionally found at Chagdana in Toepai Gewog (Block) in Punakha, and near the Nag-tshang (Manor) at Drametse. It is also found in Kheng region of Zhemgang and at the Yarphel village of Trashi Yangtse district. Si is highly valued as being blessed by superior beings like Lord Manju Shri, Guru Rinpoche, the five classes of dakinis and the Dharma Lord Drukpa Kunleg (4155-1529). Si grows as big as normal bamboo, with short culm or internode, narrow lacuna and thick culm wall. They grow in heights of more than five arm-span. Both the plant and its leaves are generally yellowish. In ancient times, a writing pen was mainly a painting brush in China and in India it was made from the quill (moulted flight feather) of a peacock or other large bird. It is explained that the pen used traditionally in Tibet and Bhutan was made from the plant species called Si, which has thick nodes and grows mainly at lower altitudes.\n\nIt is obvious that, if writing tradition is gradually disappearing, both the art of making Si as well as its usage is an inevitable element to be gone together. Network of Higher Education Institutions for ICH Safeguarding in Europe
To ensure the possibility of cooperation and networking amongst relevant higher education institutions in the Asia-Pacific region, ICHCAP and UNESCO Bangkok Office co-organised the First Meeting for Asia-Pacific Tertiary Education Network for ICH Safeguarding in July 2018, in which 19 universities and educational institutions from 11 countries arrived at a consensus to establish a higher education network for ICH safeguarding. Later that year, the Asia-Pacific Education Network for Safeguarding Intangible Cultural Heritage (APHEN-ICH) was officially formed, beginning with 15-member institutions. A similar direction was journeyed in Europe when the European Network on Cultural Management and Policy (ENCATC) carried out an extensive mapping of higher education programmes throughout the continent, identifying a total of 146 programmes at all levels containing ICH subjects. This 2017 UNESCO-ENCATC project dubbed as “Learning on intangible heritage: building teachers’ capacity for a sustainable future” pushed recommendations for the further insertion of ICH in higher education curricula, which have to do with sharing terminologies and rationales, envisaging the needs of the job market, sharing knowledge and practices, as well as cross-disciplinary pollination and cross-assessment of relevant policies. 1. On the Feasibility of the Silk Roads ICH Network
UNESCO has ten subcategories of human communities and networks, but there are two patterns of human civilizations—sedentary and nomadic communities. Difficulty with archaeologists and historians to explore and discover civilizational heritage information. Nomadic communities served as an ancient networking system, bridging sedentary communities with cultural and technological information. There is a necessity of a network approach on the discovery, excavation, preservation, and public opening of Silk Roads intangible cultural heritages through a singular project hub—namely through ICHCAP. Examples of existing projects include the Caravanserai projects by UNESCO and National Geographic, which focus on tangible heritage along the Silk Roads without considering cultural interconnections and influences. A Korean case is the KBS six-episode documentary series on the origin, spreading and localization of noodle cuisine in Eurasian communities. Another networking case currently under way is the development of series on Silk Roads martial arts, dance, and play through Korea, Japan, China, Mongolia, Kazakhstan, Uzbekistan, and Iran.

3. Cultural Context of a CIOFF Festival
According to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world. \n\nAn International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. The following items constitute and describe what CIOFF sees as important elements of the term cultural context.

The 12-Lamp Initiation Ritual of the Red Yao People
The Yao, one of Vietnam's fifty-four ethnic group, primarily reside in the north. According to Red Yao tradition, a prospective bridegroom is required to go through a twelve-lamp initiation ritual with his bride ahead of their wedding. Through this rite of passage, a man is recognized as a member of the community and granted a religious title and spiritual privileges. He is then allowed to participate as a ritual practitioner in religious events for his family and community. This video depicts a twelve-lamp ritual performed by the Red Yao people in Ban Khoang Commune, Sa Pa District, Lao Cai Province, near the border with China.

Saun: (Myanmar harp)
In Myanmar, ancient chronicles say that harps were being played as early as in the Pyu Period. In February of 802 A.D. Sri Khettra despatched a Pyu music and dance ensemble to Chan-ann the city of the Tang Dynasity of China. Tang Dynasty chronicles say that the Pyu musicians had with them two harps with pheasant’s head shapes, two harps with corcodile’s head shapes, one flat harp in the shape of a dragon’s head, one flat harp in the shape of rain clouds, two flat harps of big gourds, one flat gourd-harp with a single string and one small flat gourd-harp. Among rock relief sculptures found on the walls of the Ananda pagoda built by king Kyansittha in A.D 1084-1113 is a harp which indicates that the harp was in general use in those days.\nThe part where the neck joins the sound box is shaped like a leaf of the saga: (champac) while the stern is shaped like bowl. The tip of the neck is shaped like the leaf of the banyan tree. The neck is made of sha: (acaciacatechu) wood. The sound box is covered with a membrane of deer skin. Holes are perforated along the ridge to hold the ends of the strings. The intervals between the holes need to be of correct proportion, otherwise, the harp tends to be out of tune and also lacks proper form. Hence, the ridge is a critical component of the harp. When playing, the harp player sits cross-legged on the floor and rests the front of the body of the harp in his or her lap, with the arch on the harp player’s left and the rear of the harp’s body angled slightly upwards so that the strings are almost horizontal. The fingers of the left hand are braced against the outside of the arch and moved agilely up and down. A stopped tone is produced when the left thumb nail is pressed against the string from the inside to increase its tension and thus raise its pitch. The thumb and forefinger of the right hand, either separately or together, pluck the strings at their center while the right elbow rests on the top of the rear of the harp body outside of the strings. The left thumb may be used to pluck the bass of the harp figuration while the right thumb and forefinger pluck the melodic pattern. A skilled harpist promote clarity by jumping the string just sounded while sounding the next string. This jumping may be done with the middle finger, the palm of the hand, or the forefinger just after the activation when a staccato note is desired.

"Yohor" Buryat's singing round dance
Yohor, singing round dance of the Buryat ethnic group in Mongolia, the Buryat Republic of the Russian Federation and the People’s Republic of China, is a complex phenomenon of poetry, melody, and movement. Eldest woman starts the Yohor dance. Yohor consists of three parts, in the first part, people start appealing other people to do Yohor. They say words “Yohoroo khatariya! khatarysh”. It means let’s do the Yohor dance. These signal words remind to people it’s time to dance Yohor. In the second part, people stand in circle formation holding hands and singing in a low pitch, start moving foot steps forward; or sideward steps; or backward jumps in circle path with arms gestures as moves up, down and sideward. In combination with changes of melody rhythm, the dance movements are changed into stamping, hopping, leaping, and steps are replaced by jumps. In the end of the dance, people say the word “hatariya hatarysh”.

Kyam (Crocodile Zither)
The crocodile-shaped zither was one of musical instruments that Pyu delegation performed in China in AD 802 as part of cultural exchange programme. Michael Sign, one of members of Eastern India Company delegation visited King Bodaw Phaya in 1795, wrote about this musical instrument in his book. There are two types of crocodile zithers, of which one must be played with fingers and other with plectrum. The 3-stringed Crocodile Zither must be played with plectrum by strumming with the right hand, and fretting and plucking the strings with left hand. The first and third strings are tuned to LayPauk (Fourth Note), while the second string to ThanHman Tapauk (First Note).\nThe fine wood must be smeared with mud and left dry by itself. After it becomes well seasoned, it is curved into the shape of crocodile. The body must be made hollow. There is a sound hole underneath in which the sound is resonated. The three strings are stretched from its head to tail. There are two tuning pegs on the jaw of crocodile. The sound hole and the tuning pegs lie in different position. The strings are made of silk or nylon or alloy. Foshan Woodblock Painting is a kind of well-known folk woodblock paintings of South China. It is mainly produced in Foshan City, Guangdong Province, Consequently it was named Foshan Woodblock Painting.\nThere has been much important research on the history of Chinese New Year pictures, but there are still different opinions on how to rescue New Year pictures from the brink of disappearance and how to fit them into the modern life. As far as Liu Zhongping can see, the revival of New Year pictures is not something that can be achieved by making one or two field visits and publishing one or two articles, but something that needs to be acted out. That is to say, it is necessary to carry out social practice that help to activate traditional culture with a focus on inheritors rather than researchers.\nIn this regard, from the “Intangible Cultural Heritage Inheritors’ Training Program” to the “Revitalization Program of Chinese Traditional Crafts” to the recent “New Year Pictures Back to Spring Festival”, some explorations and attempts have been made around the inheritance and innovation of New Year pictures. From inheritor’s study and training to holding exhibitions and cross-disciplinary dialogues, from developing experience-oriented craft courses to developing new products and expanding sales channels, under the guidance of the intangible heritage protection concepts of “Seeing People, Seeing Things, Seeing Life” and “Leading by Usage” in the new era, New Year pictures practitioners, local people and all stakeholders have gradually regained confidence in the revival of New Year pictures.\nThe first step is always the hardest. On top of a good start, further progress is needed. It’s imperative to know the sticky issues and difficulties and come up with targeted, creative and feasible solutions. As a practitioner, She takes the liberty of thinking about several key points in practice, offering advice and suggestions to practitioners and decision-makers, and hoping to contribute to the revival of New Year pictures. China has entered the twenty-first century. The social scenes that endow New Year pictures with meaning year after year have vanished. It is very difficult for us to ask people to change their house gates back to the old-fashioned style, and it is also very difficult for young people to observe the traditional festival customs.
