The traditions of the Silk Roads go back many thousands of years, more than fifteen centuries, and holds a permanent place in the history of humanity and considerable monuments along the way. Bypassing political influences, Turkmenistan grew as a cultural hub for various traditions. Turkmenistan was at the crossroads of the Eurasian routes, a meeting point of various cultures and civilizations, passing along traditions. The major routes hold an historic and philosophical significance and display a strong sense of harmony among neighboring cultures. Through many centuries Turkmenistan played its part as a conduit for travelers along the Eurasian routes. One of the major issues in relation to the 2030 agenda is our cooperation with UNESCO and the UNESCO structures and experts to produce visible outcomes. Turkmenistan plans to continue its role of cooperation and looks forward to nominating more elements to the UNESCO lists. Akhal-Teke horses and Alabay dogs are loyal friends and faithful companions to Turkmens and are an integral part of the ICH along the Silk Roads.

According to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world.\n\nAn International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. The following items constitute and describe what CIOFF sees as important elements of the term cultural context.

The fundamental purpose of the 2003 Convention is to contribute to peacebuilding, mutual understanding, respect, dialogue among different people and communities and to empower and enrich the cultural diversity of humanity. The concept and nature of ICH are linked with the expression of valuable knowledge and skills transmitted among ethnic communities and groups, in a word, with the spiritual memory of the people and societies, which transcend geographical spaces and political borders. As ICH is often shared by communities on the territories of more than one state, the multinational inscriptions of such a shared heritage on the UNESCO List of ICH constitute an important mechanism for promoting international cooperation. \n\nThe Committee, therefore, decided (7.COM 14) to establish an online platform through which State Parties can announce their intentions to nominate elements and other State Parties may learn new opportunities for cooperation in establishing multinational nominations. Mongolia holds the multinational nomination with China on the ‘Urtiin duu, Mongolian traditional folk long song’ (2008) and with 18 States Parties on the ‘Falconry, a living human heritage’ which are inscribed on the Representative List of the ICH of Humanity

The traditional martial art concerned here is divided into two currents belonging to the same founding lineage: 心意拳 (lit. Intention Fist boxing) and xingyiquan形意拳(lit. Form and Intention Fist). It saw significant development in northern China, especially in Shanxi Province, during the middle of the 18th century, and in Hebei Province at the beginning of the 19th century. Today, both styles are practiced well beyond China and are presented in various traditional or sporting forms. The traditional practice is composed of ritual initiations, alchemical, curative, and psychophysics exercises closely linked to the ancient Chinese concepts of cosmological thought and folk religions. The combat techniques (bare hands and traditional weapons) embody popular warlike traditions hypothetically attributed to the handling of a military spear dating back to the 12th century in Henan Province.\nWhat is historically certain, however, is that this art was deeply influenced by the merchant culture of Shanxi Province from the 19th to the beginning of the 20th century (Liu and Qiao, 2014). Thanks to migratory movement along ancient Eurasian trade routes in late imperial China, it has progressively become an inherent part of the local knowledge of trade caravan organizations called 鏢局. The mutual influences between martial art and merchant culture have brought about the emergence of new social category, 鏢师. They shaped local knowledge that comes in a variety of forms and contextual applications: communicative competence and jargon for cooperation (Chircop-Reyes, forthcoming), trade and veterinary sciences, handcrafts, visual capacity, hearing ability, olfactory sensitivity, and defensive skills.
