TRADITIONAL MARRIAGE PRACTICE IN PENTECOST ISLANDLocated Northern Vanuatu, Pentecost Island is home to a unique traditional marriage practice, different from practices on other outer islands of Vanuatu. Traditional marriage practices begin between families of future spouses with food gifts offered from the groom’s family to the bride’s family. If a marriage agreement is reached between the two families, the groom’s father will return later with mats for the future bride. REALITY, CREATION, COOPERATION, AND HIGH QUALITYSince its establishment in 2007 and continuous operation since 2010, the Center for Research and Promotion of the Cultural Heritage (CCH) has been evaluated by the Vietnam Association for Cultural Heritage as one of the best units with the biggest number of effective professional activities among those units belonging to the Association. The two leaders of the Center are two respected scientists in the field of cultural heritage—Dr. Le Thị Minh Ly, member of the National Committee of Cultural Heritage and former Vice Director of Department of Cultural Heritage; and Associate Professor, Doctor Nguyen Van Huy, former Director of Vietnam Ethnology Museum. The number of staff working at the Center is limited to twelve, but this is not fixed. The Center expands its capacity through a strong network and mechanisms for collaborating with partners who have been working in the field of cultural heritage and community, especially in the field of safeguarding policy.Year2018NationSouth Korea

BAKHSHI ART FESTIVAL TO REVIVE SILK ROAD CULTUREA wide range of festivals are held in Uzbekistan to generate public interest in intangible cultural heritage. This includes the recent International Bakhshi Art Festival, which was held for a week from 5 April in the ancient city of Termez. Bakhshi is a multi-genre art form that brings together singers, musicians, and performers of Doston, a Central Asian oral epic. Examining the Methodologies of the Collaborative Work of ICHCAP for ICH SafeguardingThe Asia-Pacific region can be called a treasure house of ICH because of its diverse heritage and rich cultural environment. However, much of the ICH in the region is facing the possibility of disappearance because the value of ICH isn’t fully understood and there is a shortage of institutional and administrative support. In particular, developing or underdeveloped countries in the region are experiencing difficulties in effectively safeguarding ICH in the context of maintaining sociocultural traditions and promoting sustainable development because globalisation, urbanisation, and modernisation stand as obstacles.Recognising the shortcomings in ICH safeguarding, ICHCAP, a UNESCO Category 2 Centre, has recently been established based on the approval of UNESCO General Conference in 2009 and the agreement between UNESCO and the government of the Republic of Korea. The main roles and functions of the Centre focus on information and networking in the ICH safeguarding field. ICHCAP has contributed to ICH safeguarding and has learned a lot from the activities the Centre has conducted and participated in over the past four years.In this paper, I will introduce the main roles, functions, and collaborative works of ICHCAP in relation to ICH safeguarding in the Asia-Pacific region. The Role of Tertiary Education for Safeguarding ICH: The Case for BangladeshBangladesh is a repository of hundreds of intangible cultural heritage elements that have been developed through various historical waves of different political and religious regimes over the last 5000 years.ICH education at the tertiary level has an important role to play in creating a pool of human resources for sustaining the value, meaning, and significance of these ICH elements. Until recent past, the importance of protection, promotion and safeguarding of various cultural heritage resources in Bangladesh has not received necessary attention from administration, academicians and researchers. Lack of policies and resources, and shortage of trained teaching staffs were the main reasons for not being able to introduce required courses at the tertiary level of education. Assessing the present status of heritage education at various tertiary institutions, this paper calls for immediate policy responses to strengthen the ICH education for developing a Sustainable Cultural Heritage Management Plan (SCHMP) through building capacities by mobilizing local resources in collaboration with various national and international organizations. Immediate and long-term heritage education policy-planning and interventions can encounter the challenges of protecting, promoting and safeguarding various ICH elements of the country. \n\nThus, the main objective of this paper is to examine the actual status of heritage studies at the tertiary level of education in Bangladesh through analyzing the contents of curriculums of some selected departments which are closely related to cultural heritage studies. Scope and Definition of Collaborative Work through Activities of the Silk Roads ICH NetworkThe Silk Roads is a path and a route, not a fixed concept but a dynamic and expanding polysemic concept. The definition of the Silk Roads varies depending on academic perspectives. Toward the end of the twentieth century, the Silk Roads have become symbols of peace and understanding. It is at risk of abuse, commercialization, and political misapplication. Countries along the Silk Roads are experiencing a great deal of change, especially under the influence of globalization and commercialization. They are, therefore, highly vulnerable to change. It is necessary to consider the definition and target countries/areas, membership, access online and offline, gaps in ICT content production, and updating and maintaining information. Recommendations on improving a possible network include strengthening the information sharing capacity, improving the quality of information, and promoting and making successful public and private partnership programs. Two questions we have to ask are “What is the position of intellectual/academic cooperation for ICH safeguarding along the Silk Roads?” and “Can we support another new scientific approach?”Year2020NationSouth Korea

Country Presentations(Bangladesh, Bhutan, India, Maldives, Sri Lanka, Pakistan)Bangladesh is rich in intangible cultural heritage in all the five domains outlined in the 2003 ICH Convention namely oral traditions, performing arts, social practices, rituals, and festive events, knowledge about nature and the universe and traditional craftmanship.Four elements are inscribed in the UNESCO representative list and two applications are submitted in 2019. The Ministry of Cultural Affairs has a list with literature of 54 elementsunder the 5 ICH domains, while researchers identified 123 elements. Comprehensive inventorying of living heritages is under process with the Government. Bangladesh, by ratifying 2003 Convention, assumes its obligation of safeguarding these elements of ICH. Among the elements, some are sustainable for the economic output of the objects associated with the elements. Others remain vulnerable for change in lifestyle, knowledge pattern, social and economic advancement, science and technology. Session 3: Sustainable Development and ICH Safeguarding on the Grassroots levelCulture is chiefly perceived as a driving force for sustainable development in the UN’s action plan for people, planet, and prosperity entitled “Transforming Our World: 2030 Agenda for Sustainable Development’. In this context, there is a foreseeable strength in ICH to generate means for sustainable development. The following issues are considered as starting points of discussion: (1) the methods of aligning commercial activities with ICH safeguarding activities, (2) the possible risks to ICH viability and the ways in which they can be mitigated, and (3) the prospect of moving toward and maintaining a mutual relationship between ICH Safeguarding and development policies.\nKeeping the grassroots level highly pertinent in Session 3, we intend to put various NGOs activities at the center of the discussion, particularly in light of our pursuit to assess their presence in sustainable tourism development and eco‐tourism, looking into the possibility of expanding the role of NGOs in areas such as cultural mapping and gender equality. Embedding the Intangible Heritage and Knowledge Systems in Heritage Management Education: Towards an Integrated ApproachThe Masters Degree Programme in Heritage Management at Ahmedabad University is open to students and practitioners from any discipline but with a demonstrated interest or experience, in any sector of heritage. Since its launch in 2015, the disciplinary backgrounds represented so far include arts, architecture, archaeology, commerce, conservation, engineering, geography, history, international relations, literature, museology, and planning. Such a diverse group of students spend two years in this journey together learning from peer group interaction and experiences, regular class room sessions, seminars, field visits, projects, immersion, practicum and research. The programme is designed to pursue heritage as an everyday concept, and heritage management as an opportunity of enhancing and enriching livelihood and ecosystem. This way, the canvas of heritage for us seems full of more intangibles than tangibles because heritage is essentially defined through values, knowledges and cultural practices. Hence, there are milestones in the programme that highlight these interconnections, and bring a holistic heritage idea to the forefront. It has to be noted that there is no explicit course for ICH convention but it does gets referred in multiple courses – sometimes explicitly and at length, sometimes as an integrated concept and a tool. \n\nIn fact, some of our discussions focus on critical reflections on the ICH convention too. This paper will discuss the concepts of the programme and how it integrates ICH across various aspects of heritage – not just the intangible and knowledges, but also tangibles and other standard fields of practices. Such an integrated approach is at the core of the programme, and the ICH discourse and various tools help us achieve our goals. In doing that, we believe the programme also contributes in safeguarding of ICH as demonstrated by various theses that has been done by the graduating students.Year2018NationSouth Korea
