Lialiaci Volume 3, 2022Lialiaci is a publication of the iTaukei Institute of Language and Culture, Ministry of iTaukei Affairs. Lialiaci means to ponder or reflect upon deeply. That is the intent of these articles and perspectives on culture. \n\nThe publication have 3 research articles;\n\n1. Bulu, The Spirit World by Mr. Anasa Tawake - \nThis brief research will try to explain Bulu or the iTaukei concept of the spirit world.\nIt is important to define Bulu or the spirit world because it can be a foundation to which our beliefs are derived from. It is understood that our culture is ‘fixated on Bulu’ (Sekove Bigitibau). If this is so, then our culture, customs and ethos are focused towards the spirit world known as Bulu.\n\n2. The Sunken island by Mr. Inoki Kaloumaira -\nA few islands in Fiji and the Pacific are said to have submerged in the last hundred to thousand years ago. The island of Vuniivilevu is believed to have submerged in the year AD1200 in the Motoriki waters, Lomaiviti (2005). It is one of the islands that is regarded to have been inhabited first before other settlers arrived. Early migrants were said to be tall, muscular and tough and this could be proven with the skeleton that was found in Naturuku, Motoriki in 2002. What was also remarkable about this skeleton was the excellent state of preservation of the skull. It was of a female who would’ve been tall, muscular and tough and was believed to have lived in Motoriki around 800BC (2007). \n\n3. Ancient Sounds in Fiji by Mr. Ulaiasi Taoi-\nAncient sounds in Fiji is still echoed in traditional chant, traditional dances, polyphony, and sacred psalms. It is found to be unique from western sounds and sounds in many parts of the world. Most current Fijian music has adopted western sounds, this includes church hymns, folk songs, serenades, and also Tongan sounds which is practiced in serevakalau known as Polotu and also pesi (Lauan folksongs). Aporosa a traditional cartographer form Beqa stated that there was no Fijian alphabet, but instead was the practice of oral transmission through traditional dances. Lyrics, cartographer and sound were transmitted through vision (Bulivou, 1985). Once ancient sounds were not composed, it was inherently transmitted through the vanua as a gift, and intrinsically maintained its mana in the vanua livelihood. \n\n\n\nYear2022NationFiji

Viet NamLaw and Legal Documents on ICH \n\nLaw on Cultural Heritage indicates clearly that the cultural heritage in Vietnam is the valuable property of all ethnic groups of Vietnam and has its significant role in the sustainable development of the country. \nIn compatible with the 2003 Convention Vietnam rectified in 2005, the Law on Cultural heritage (2001) amended in 2009 with some articles on the identification of ICH, management, its safeguarding measures and designation of the master practitioners. The Article 1 on the identification of ICH states that “ICH is the spiritual product that is attached to the communities or individuals, relevant to tangible culture and cultural space. It expresses the cultural identity of communities, and has been continuously recreated and transmitted from generation to generation orally, through apprentices, performances and other modes of transmission."\nYear2018NationViet Nam

Synergies in Safeguarding Intangible Heritage : How best can Universities add Value?Globalisation has its benefits. But it could also diminish our heritage in ways that we may not sometimes even be conscious of. Effective minimization of the negative impacts is possible with timely interventions. Sometimes it may be too late before significant elements of our culture are endangered or even disappear. It is this concern that led the world community to come together and adopt the international Convention by UNESCO in 2003 for Safeguarding Intangible Heritage. It is passé to say that globalisation has accelerated to a pace that we are challenged to keep up with it on many fronts. We are quite familiar with the social, economic and environmental issues. In addressing only these three pillars during the 2000-2015 MDG phase of the UN, we now have a lot of catching up to do. Culture as the fourth pillar of sustainable development, even if not detailed enough, is located in the 2030 Agenda and the Sustainable Development Goals (SDGs) that will guide us between 2015 and 2030. We must endeavour to bring together the implementation of the 2003 Convention and higher education as part of the four-pillar paradigm. Several questions need to be addressed. \n \nCan higher educational institutions such as universities, specialised colleges add value to the UNESCO’s efforts in safeguarding intangible heritage in sustainable development? Can we find synergies between the strategic directions of higher educational institutions and the Overall Results Framework for the UNESCO 2003 Intangible Heritage Convention? In what ways can Regional, Sub- Regional, National and Local networking and knowledge sharing be empowering to safeguard intangible heritage and the rich cultural diversity of the Asia Pacific? Given that language itself is not covered by the Convention but included as a vehicle of the intangible heritage (Article 2.2.a), how best can we maximise on the linguistic diversity of the region promoted through higher educational institutions in minimising the hegemonic impacts of monolingualism that endangers so much of our intangible heritage? \n\nFirst and foremost, it must be underlined that UNESCO and a number of national and international agencies including NGOs have advocated strongly for the inclusion of culture as a separate SDG in the UN 2030 Agenda. None of the 17 SDGs focus exclusively on culture. However, the advocacy has created an inclusive discourse on culture that cuts across the SDGs. The resulting Agenda includes several explicit references to cultural aspects. The following SDG Targets are significant. They provide windows of opportunity to ensuring that we locate culture in the SDGs and in doing so promote the safeguarding of intangible heritage:Year2018NationSouth Korea

Discussion on “Characteristics and Current state of East-Asian Shaman Culture”Renaissance (rebirth) does not occur just once in human history, but may manifest in any era. Renaissance resembles the resurrection principle that starts with death and ends with revival. The educated used to say “let’s return to Greece” during the Renaissance, hoping to revive the dead Greece. What should we say if we re-attempt the Renaissance movement today? Not to mention the already generalized animal ethics, it is not far from plant ethics being taught in universities. If we agree on the first Renaissance being the Christian doctrine that defines the Earth being the center of the universe where human, the sole legitimate creation of the one and only God, live, from where should we begin the search for the system of original thought, in the midst of the traditional philosophy; only human possess souls facing biological\nresistance which claims animals, or even plants have souls? As the thoughts in the beginning era had been overcome through the Renaissance, we are now in the need of second Renaissance to overcome the life philosophy, which originated in BC400-500, of east and west. In other words, like the example of one returning to the previous era, Greece, to overcome the theology originated in the beginning era, we should worry about the search-point for a model that would help us to overcome the philosophy of BC5-6, where the life philosophy originated. What if, plants-have-souls philosophy develops to a fact that states even non-living have souls, where we should find the reference model? Punnuk: Unwinding after the Harvest, the Tugging Ritual in the PhilippinesThe punnuk is a tugging ritual of the village folk from three communities in Hungduan, Ifugao in Northern Luzon, Philippines. It is performed at the confluence of Hapao River and a tributary as the final ritual after the rice harvest. Its consummation brings to a close an agricultural cycle and signals the beginning of a new one. \n\nThe punnuk is a ritual of pomp and revelry. Garbed in their predominantly red-col-ored attire of the Tuwali ethno-linguistic subgroup, the participants negotiate the terraced fields in a single file amidst lush greens under the blue skies. The tempo builds up as the participants reach the riverbank, each group positioned opposite the other. Inventory Making and Documentation for Safeguarding ICH in Korea"1. Introduction: Safeguarding ICH through a Designation System\nSimilar to other countries, the intangible cultural heritage (ICH) of Korea, which embodies Korean cultural identity, is now facing the threat of transformation and disappearance as a result of rapid industrialisation and urbanisation over the last several decades. In light of this threat, Korea enacted institutional safeguarding measures for intangible cultural heritage beginning with the establishment of the Cultural Properties Protection Act in 1962. \nThe Cultural Properties Protection Act defines ICH as cultural manifestations of intangible nature with high historical and artistic significance, such as theatrical and musical performing arts as well as crafts and skills. The act, furthermore, distinguishes ICH into two different groups: Important Intangible Cultural Property, designated by the state, and Provincial Intangible Cultural Heritage, designated by local or regional governments. The number of items listed as Important Intangible Cultural Properties was 7 in 1964, and by 2011, this amount expanded to 114, and the number of Provincial Intangible Cultural Properties is 446. \nThe overriding principle for all activities involved in protecting and managing cultural properties and reviving them as living culture is preserving these heritage elements in their original forms. \nHowever, in the case of ICH, due to their very nature of existing and being transmitted orally, they are especially vulnerable and endangered in today’s quickly evolving, industrialised and urbanised society. Ensuring their continuity over time is accordingly more challenging and requires active intervention. \nTherefore, state and local governments select and designate categories of ICH more severely threatened than others by the changing environment, and provide support for transmission activities by Holders and transmitters of skills and the arts to guarantee the continuity of traditions and the cultural identity of the nation. Capoeira, Its Value as ICH and the Open School Project: Experiences and ReflectionsAfrikan combat arts and sciences are the very oldest in the world as Afrikan people are the first human beings in the world. According to Hamblin, “the oldest discovered cemetery in the Nile Valley at Jebel Sahaba in Nubia (northern Sudan)—broadly dated to roughly 12,000– 9000—provides the earliest evidence of tribal warfare, for roughly half of the 59 skeletons at site 117 had flint projectile points among the bones, probably indicating death in battle; some had evidence of multiple healed wounds, perhaps indicating repeated fighting” (2006, p. 32). This site has since been more accurately dated to between 13,140 and 14,340 years ago (Graham, 2016). At another massacre site at Nataruk in contemporary Kenya were found a mixture of people killed with blunt instruments, sharp pointed weapons, projectiles, and so on. According to Lahr , “Ten of the twelve articulated skeletons found at Nataruk show evidence of having died violently at the edge of a lagoon, into which some of the bodies fell. The remains from Nataruk are unique, preserved by the particular conditions of the lagoon with no evidence of deliberate burial” (2016, p. 2). EXPERIENCES OF THE REPUBLIC OF KOREA ON INVENTORY MAKINGSince Korea has undergone the fierce contemporary history through the Japanese colonial era and the Korean War, the Korean government enacted the Cultural Heritage Protection Act in 1962 for safeguarding and transmitting Korean cultural heritage. In this act, the term intangible cultural heritage (ICH) was officially coined as a legal concept, and provisions were prepared to designate and safeguard ICH at the national level.
