Achieving Institutionalisation of Safeguarding ICH: Korean ExperienceFor centuries, Korea had been a predominantly agricultural society; the overwhelming majority of its population engaged in farming. As a result of the rapid industrialisation that began in the 1960s, however, much of the population migrated from farming villages to cities. And during this period, Americancentred, Western culture had an enormous impact. Owing to this simultaneous industrialisation, urbanisation, and westernisation, the older way of life was rapidly disappearing. The older arts, rituals, and other kinds of intangible cultural expression that articulated the formerly prevalent way of life were also in jeopardy of rapidly disappearing. Scope and Definition of Collaborative Work through Activities of the Silk Roads ICH NetworkThe Silk Roads is a path and a route, not a fixed concept but a dynamic and expanding polysemic concept. The definition of the Silk Roads varies depending on academic perspectives. Toward the end of the twentieth century, the Silk Roads have become symbols of peace and understanding. It is at risk of abuse, commercialization, and political misapplication. Countries along the Silk Roads are experiencing a great deal of change, especially under the influence of globalization and commercialization. They are, therefore, highly vulnerable to change. It is necessary to consider the definition and target countries/areas, membership, access online and offline, gaps in ICT content production, and updating and maintaining information. Recommendations on improving a possible network include strengthening the information sharing capacity, improving the quality of information, and promoting and making successful public and private partnership programs. Two questions we have to ask are “What is the position of intellectual/academic cooperation for ICH safeguarding along the Silk Roads?” and “Can we support another new scientific approach?”Year2020NationSouth Korea

Shared Heritage of India and Pakistan: A Case of Gujharat and AjrakhKutch is a frontier district in the state of Gujarat in western India, situated on the border of India and Pakistan. Covering an area of 45,674 km², it is the largest district of India. It is surrounded by the Great and Little Rann of Kutch on the North, South, East, and the Arabian Sea on the West. In the beginning of the twelfth century, Kutch was ruled by Chavda, Sama, Sanghar, Kathi, and Solanki dynasties. From 1147 AD to 1947 AD, Kutch was ruled by the Jadejas, whose ancestors migrated to Kutch from Sindh (now in Pakistan). Sindh is one of the four provinces of Pakistan. Located in the southeast of the country, it is the third largest province of Pakistan. Sindh is bordered by Balochistan province to the west and Punjab province to the north. Sindh also borders the Indian states of Gujarat and Rajasthan to the east and Arabian Sea to the south. The influence of Sindhi culture is very prominent in Kutch due to the history of migration of pastoralists as well as artisanal communities. The current paper aims to explore the cross border cultural relationships between local communities of Kutch, India and Sindh, Pakistan by critically examining their shared oral tradition of Gujharat and a significant traditional textile craft practice called Ajrakh.Year2021NationSouth Korea

On Cooperative Mechanisms for the Silk Roads ICH toward Sustainable DevelopmentSeong-Yong Park talks about the importance of ICH for the sake of sustainable development along with the characteristics of Silk Roads region. He also discusses the various Information and networking programs ICHCAP has implemented in collaboration with Central Asian nations, especially nations along the Silk Roads, showing ICHCAP’s interest in developing projects along the Silk Roads. At the same time, He proposes to develop a broader network targeting the Silk Roads region with upgraded functions of sharing information and building networks. In addition, he argues that for better opportunities for future collaborations, establishing a Silk Roads ICH Network would be a meaningful journey through cooperative and multilateral partnerships among the stakeholders to recreate the glory of the Silk Roads through ICH.Year2020NationSouth Korea

Intangible Cultural Heritage as the Product of Collective Wisdom and Creativity that Citizens can Take Part InIntangible cultural heritage is a culmination of insight and wisdom for life. Intangible cultural heritage that has been passed down over the years affect our value systems in the present. It is also likely that this will continue in the future given a similar environment. Thus the transmission of intangible cultural heritage as the spiritual source behind tangible heritage is important. Intangible cultural heritage allows us to understand the past, find wisdom for the present, and predict the future. We can learn about the values, social consciousness and worldview that people held in the past through intangible cultural heritage. This then becomes a tool to understand the people of the present and predict the future based on the past. Thus, as the history of humanity progresses, the greater the need becomes to analyze the cultural elements accumulated in tradition. As people in modern society face the pressures of urbanization, industrialization and intense competition, intangible cultural heritage provides the spiritual comfort of a homecoming by reviving the nation’s cultural memory.Year2019NationSouth Korea

ASIA-PACIFIC ICH INFORMATION-SHARING PLATFORM “ICHLINKS” NOW READY TO SET SAILWith the growing expansion of digital ecosystems around the world, an information-sharing platform has emerged as one of the key elements for the success in the fourth industrial revolution. This shows the recent transition into a new paradigm the focus of which is mainly brought to the openness and sharing1. These changes have made their ways not only into the economy but also into art and culture. Discussions have also been made, even in the field of ICH, about the importance of co-governance and management for efficient ICH safeguarding and their use. This can be also construed from Cheng Yang’s article, indicating that “the open and cooperative governance is the key to effective ICH safeguarding in the big data era.”2 Today, many ICH elements are at severe risk due to political, social and environmental changes such as globalization, industrialization, urbanization, and climate changes. A lot of analogue ICH-related records have faced a serious risk of damage and deterioration while failing to adapt to the digital environment. Intangible Cultural Heritage and Civic Life in KoreaAncient Koreans first adopted Chinese characters (hanja, 漢字) for widespread use in the middle of the 4th century, with the establishment of educational institutions and the import of Chinese books as textbooks. The Korean way of pronouncing Chinese characters was called dongeum (東音), and differentiated from the Chinese way. In 1443, Koreans created their own characters (hangeul). Since then, hangeul, Korean-Chinese words and Chinese characters have been used in combination.The mother tongue (vernacular) of Koreans from the ancient to the present has been part of the Altaic family. This mother tongue can be called the indigenous language (native Korean), distinct from Korean-Chinese (dongeum) words. Needless to say, Korean culture and indigenous language predate Korean-Chinese words. Thus, it is a meaningful task to seek the origins of intangible cultural heritage (hereinafter intangible heritage) in indigenous language.Year2019NationSouth Korea

The Impact of Tais in Timor-Leste: Culture with Unlimited SpaceCeremonial cloths known as Tais have been woven in Timor-Leste for generations. From the time of the Timorese ancestors, women have learned how to make Tais for use in traditional ceremonies, such as weddings. It is seen as important for women to transmit this knowledge for the future generations, and thus the technique has been passed down from mother to daughter for centuries. The weaving tradition is considered a key social function as it strengthens familial bonds. For Timorese, Tais is strongly connected with local tradition and its weaving is seen as not only a local practice but part of the national identity. The designs and techniques record a woven narration of the culture, lore, paradigms, and stories of Timor-Leste’s history.Year2022NationTimor
