His most notable work is the Water Performance Installation Project, an eleven-year project starting from 2014, involving eleven lakes and rivers in ten countries. In 2017, Tajikistan ratified the 2003 Convention. Two years later, the Tajik government passed a decree and project to take place between 2013 and 2020. The goals of this project were to safeguard ICH from disappearing; reviving traditions; helping and supporting performers and masters; endorsing cultural elements accessible for wide use; studying and preparing books, films, and musical discs; and organizing folk festivals, cultural competitions, and other exhibitions. The festivals have several social and cultural functions due to their continuity. Infestivals, a person experiences his/her membership in society and feels the collective solidarity. Festivals also include didactic elements, mainly structuring the young generation in the task of responsibility among other members of the society; they should follow prescribed social and cultural norms. The ICH festivals in the Kyrgyz Republic are a great way to safeguard the cultural heritage. Kyrgyzstan has a rich ICH and embraces all ICH domains including the oral traditions andexpressions, performing arts, social practices, rituals and festive event, knowledge and practices concerning nature and the universe, and traditional craftsmanship. Festivals feature various ICH domains such as arts and crafts, cuisine, folklore, felt, hunting with birds, horse games, etc. For instance, the festivals Kyrgyz Shyrdagy and the Oimo International Festival are held with the aim of safeguarding and popularizing traditional knowledge and skills of handicrafts, for safeguarding and promoting traditional games, various birds of prey festivals are held, such as Salbuurun and Kok Boru. Moreover, festivals are dedicated to safeguarding oral traditions, such as Aitysh, the art of improvisation as well as many other festivals reflecting traditional cuisine, folklore, etc.

"Kazakhstan is home to many major local festivals, and the vibrant communities that help these festivals come to fruition are part networks that help promote the festivals. As a result, the local festivals have turned into multinational events. As an example, the World Nomadic Games (WNG) is held biennially and has grown considerably, in 2018, 3,000 athletes from 77 countries. The WNG has contributed to science in cultural heritage and transmission of the ICH in general. Traditional game federations have established networks in a number of counties- Salbuurun Federation (seventeen countries), Kök Börü Federation (ten countries), Alysh Federation (sixty-three countries), Kyrgyz Kürösh Federation (twenty-eight countries), Toguz Korgool Federation (thirty-three countries), Er Engish Federation (thirteen countries) and Ordo Federation (six countries). As a result, ICH festivals became one of the main attractions for international tourists in Kyrgyzstan that contribute to the local economy and to the livelihoods and well-being of concerned communities as well."

The mask dance festival starts on the last Friday of September and lasts for ten days, and over a million people visit domestically and internationally. It has garnered attention from world leaders. Queen Elizabeth II of the UK, George H. Bush and George W. Bush of the USA, UN Secretary General Ban Ki Moon, and other influential leaders have attended. The festival is about mixing modernity with tradition coming together, creating a mosaic of different colors and cultural significance. They use the mask dance festival as a collaborative tool that can bring various cultures together. The mask dance festival also plays a large role in transmitting the heritage to younger generations through various associations that function as a network.

The traditions of the Silk Roads go back many thousands of years, more than fifteen centuries, and holds a permanent place in the history of humanity and considerable monuments along the way. Bypassing political influences, Turkmenistan grew as a cultural hub for various traditions. Turkmenistan was at the crossroads of the Eurasian routes, a meeting point of various cultures and civilizations, passing along traditions. The major routes hold an historic and philosophical significance and display a strong sense of harmony among neighboring cultures. Through many centuries Turkmenistan played its part as a conduit for travelers along the Eurasian routes. One of the major issues in relation to the 2030 agenda is our cooperation with UNESCO and the UNESCO structures and experts to produce visible outcomes. Turkmenistan plans to continue its role of cooperation and looks forward to nominating more elements to the UNESCO lists. Akhal-Teke horses and Alabay dogs are loyal friends and faithful companions to Turkmens and are an integral part of the ICH along the Silk Roads.

UNESCO has ten subcategories of human communities and networks, but there are two patterns of human civilizations—sedentary and nomadic communities. Difficulty with archaeologists and historians to explore and discover civilizational heritage information. Nomadic communities served as an ancient networking system, bridging sedentary communities with cultural and technological information. There is a necessity of a network approach on the discovery, excavation, preservation, and public opening of Silk Roads intangible cultural heritages through a singular project hub—namely through ICHCAP. Examples of existing projects include the Caravanserai projects by UNESCO and National Geographic, which focus on tangible heritage along the Silk Roads without considering cultural interconnections and influences. A Korean case is the KBS six-episode documentary series on the origin, spreading and localization of noodle cuisine in Eurasian communities. Another networking case currently under way is the development of series on Silk Roads martial arts, dance, and play through Korea, Japan, China, Mongolia, Kazakhstan, Uzbekistan, and Iran.

With the 2003 UNESCO Convention adopted as a normative tool and essentially a basis to build ICH international cooperation, further attention was driven to a question of building functioning and sustainable ICH networks. In most cases networks do have more or less defined rules of the game, to which all the members agree when joining and acting as members. In this regard, the purpose a network was created for, its mission and the objectives set are the primary considerations. We will see that some networks tend to have more clearly identified obligations and duties for the members while others are more flexible and offer higher degree of freedom. Joining a network on the other had offer certain benefits that differ depending on the nature of a network, and its objectives. Researchers identify three types of networking: operational, personal, and strategic. While operational networks are normally employed to have the job done efficiently, personal networks aim at personal and professional development through external contacts and are oriented to future potential interests. Strategic networks in turn are both external and internal and are needed to identify future priorities and challenges and making stakeholders support them. Although operational, personal, and strategic networks are not mutually exclusive, to maximize efficiency effective leaders learn employing networks for strategic purposes.

According to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world. An International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. The following items constitute and describe what CIOFF sees as important elements of the term cultural context.

The tug-of-war is widely spread throughout the world, especially in agricultural communities. The Gijisi Tug-of-War Festival is highly regarded. Held on the second weekend in April, it has a five-hundred-year history. The event, which is based on agriculture, fishery, and merchant traditions, is held to wish for prosperity and good luck for the coming year. The tug-of-war represents the agricultural, rural, and social characteristics of the region. The rope used for the event is two hundred meters long and one meter thick, so it is truly a community event. Similar tug-of-war games are also held in other nations. After creating a museum for Gijisi tug-of-war, members discovered that it could be a symbol of the region, so the local government invested into the museum. After building the museum, we wanted to expand our knowledge of tug-of-war events in other countries. In the past, there wasn’t much communication among the different communities celebrating tug-of-war festivities. However, after building the museum, we had the opportunity to invite other countries as a sort of network that allows research into other types of tug-of-war in the Asia-Pacific region. As Gijisi tug-of-war is well known, we thought that having a festival to display other cultures’ traditional tug-of-war through a networked festival. Tug-of-war (juldarigi in Korean) is an intangible heritage that is commonly found in various regions across the world. In particular, it is a popular activity that takes place with the aim to foster harmony and solidarity among communities in rice-farming regions across Korea, Japan,and various Southeast Asian countries.

The Silk Roads is a path and a route, not a fixed concept but a dynamic and expanding polysemic concept. The definition of the Silk Roads varies depending on academic perspectives. Toward the end of the twentieth century, the Silk Roads have become symbols of peace and understanding. It is at risk of abuse, commercialization, and political misapplication. Countries along the Silk Roads are experiencing a great deal of change, especially under the influence of globalization and commercialization. They are, therefore, highly vulnerable to change. It is necessary to consider the definition and target countries/areas, membership, access online and offline, gaps in ICT content production, and updating and maintaining information. Recommendations on improving a possible network include strengthening the information sharing capacity, improving the quality of information, and promoting and making successful public and private partnership programs. Two questions we have to ask are “What is the position of intellectual/academic cooperation for ICH safeguarding along the Silk Roads?” and “Can we support another new scientific approach?”

Based on the notion of culture as a complex multi-layered phenomenon, we admit that some cultural elements or expressions may fluidly migrate and adapt to different local settings, not necessarily or exclusively serving as a marker of an ethnic identity. Moreover, an emerging concept of shared cultural heritage allows us to disclose positive potential for joining efforts in safeguarding and enlivening the cultural heritage of the people. Connecting various national and local cultures along the Silk Roads aims exactly at gaining the joy of sharing the values, wisdom, creativity; at nurturing mutual interests and empathy among cultures and people; and at searching for common threads across the rich multitude of manifestations of cultural heritage of a vast region. The joint initiative by ICHCAP and IICAS to launch the Silk Roads ICH Networking Program needs support and actions by the wide range of stakeholder organizations and groups. Two options might be considered for a Silk Roads ICH Festivals network—either establish its own training program, capitalizing on the European Festivals Association’s experience or—cooperate with EFA on arranging a special edition of their Festival Academy focused on ICH and open for young managers from within the new network.

In introducing the background of building ichLinks as the Asia-Pacific ICH information sharing platform, its core values and objectives, implementation schemes, and expected effects are explained. ichLinks plans to serve as a common ground for all the participating Member States to connect with each other. ICHCAP plans to form a one-stop integrated online service platform and an expanded platform based on the participation of Member States by establishing an Executive Committee led by partner organizations from participating Member States for efficient platform operation. In addition, ICHCAP support will address differences and deficiencies resulting from different technological conditions among nations. These actions would help participating states and partner organizations voluntarily and actively using the platform and continue to create new value through multilateral information sharing, exchange, and cooperation. Information and content shared through ichLinks can be constantly recreated and reused as online and offline resources in areas, e.g. festivals, exhibitions, research, and tourism.

In 2018, UNESCO partnered with the European Union to launch the Silk Roads Heritage Corridors in Afghanistan, Central Asia, and Iran—International Dimension of the European Year of Cultural Heritage. The project focuses on safeguarding, preserving, and promoting the common heritage along the Silk Roads. The action aims to promote the region’s cultural heritage and develop heritage-based tourism, diversifying tourism products and delivering high-quality visitor experiences along in participating countries and improve the livelihoods of the communities in the region, including youth and women, through capacity building and the creation of opportunities for income-generation and jobs, and, through this, demonstrate the role of culture in sustainable development. The project is implemented along the following main components: 1. Valorization and promotion of tangible and intangible cultural heritage 2. Strengthening capacities in heritage safeguarding, protection and management for the promotion of sustainable tourism 3. Strengthen human and institutional capacities 4. Awareness-raising initiatives to further promote and facilitate partnerships and improve communication.

The UNESCO Silk Roads Program Overall Goal is in line with the objectives of the UN 2030 Agenda, in particular with SDG16 (Sustainable Peace and Development), advocating for intercultural dialogue and mutual understand and respect as well as social inclusion and cohesion. Interactions along the Silk Roads have played a vital role in connecting cultures and people across many borders. It is an instructive example of a long-lasting legacy of exchange, influence and cooperation. In the first phase, roads of dialogue among the people of Eurasia began in 1988 and the five expeditions along the Silk Roads collected information for analysis about shared heritage. During the second phase, the major goal was to raise awareness about the shared heritage along the Silk Roads. This occurred by empowering youth through an annual photo contest and a Silk Roads youth research grant. The third structure was to develop, compile and disseminate knowledge through a Silk Roads online platform. This work promotes interactive possibilities for an ICH Silk Roads network with ICHCAP and IICAS by identifying and promoting concrete fields and elements that have facilitated and have been generated through cultural interactions and exchanges along the Silk Roads.
